A group of researchers from Mykolas Romeris University, at the initiative of the Lithuanian Lottery Association, has conducted several studies on lotteries. These studies aimed to comprehensively assess the prevalence of lotteries, their impact on society, and changes in public perceptions of lotteries and player behavior.

The foundation of the responsible gaming standard is transparency in operations and keeping lottery participants informed. Players must understand that lotteries are a form of entertainment and a game of chance, so it is the duty of their organizers to clearly present all the rules. The purpose of the standards is to ensure, through prevention and education, the protection of lottery participants and particularly vulnerable groups in society (first and foremost, children and minors), to provide players with a detailed explanation of the terms of the game and the role of chance in it.
“Olifėja,” a member of the Lithuanian Lottery Association, was the first lottery organizer in the country to receive the Responsible Gaming Certificate. “Olifėja” had been working toward this assessment and the accompanying certificate for several years, during which time it consistently implemented all requirements of the Responsible Gaming Standard. After evaluating the company’s lottery operations and the findings of a comprehensive, six-month audit conducted by independent international auditors, the European Lotteries Association—which unites the continent’s largest lottery operators—awarded the “Olifėja” Responsible Gaming Certificate.
Other members of the Lithuanian Lottery Association, the companies “Euloto” and “Lotelita,” also consistently implement the requirements of the Responsible Gaming Standard and base all their activities on the principles of responsible gaming.
Lottery operators’ compliance with the Responsible Gaming Standard in Europe is assessed across ten aspects, including scientifically based measures to mitigate negative impacts, employee training, responsible lottery ticket design, the use of remote channels, responsible advertising and marketing, cooperation in providing assistance to players, the provision of information to lottery participants, the involvement of the public and regulatory authorities, and transparency and openness in operations.
To ensure that lotteries remain an engaging and enjoyable form of entertainment for the public, the Lithuanian Lottery Association, together with its members, lottery operators, will continue to expand and develop the measures implemented under the Responsible Gaming Standard, involving market regulators, healthcare professionals, and the public in this process.
The European Lotteries Association brings together lottery operators from all European countries and works closely with European Union institutions to implement common operating standards. Currently, the European Lotteries Association brings together 73 lottery operators from 43 countries. The association was founded in 1983 in Switzerland, and since 2007 it has maintained a representative office with the EU institutions in Brussels. The association adopted its Responsible Gaming Standard in 2007 and approved a certification procedure for lottery operators in 2009. This procedure is regularly reviewed and updated to reflect the latest research findings and the legal environment.
Members of the Lithuanian Lottery Association care about their players and feel a sense of responsibility toward them. In case some people find it difficult to control the time they spend playing lotteries, the “Olifėja” and “Euloto” websites, where players can participate in the lotteries they organize, have introduced an additional tool—the option for players to decide for themselves how much time and money they want to spend on this form of entertainment. This practice is supported by the European Lotteries Association and is applied in progressive lottery markets that value and promote the interests of their players.
All of the aforementioned measures are part of the responsible lottery organization program currently being implemented. It is important to the Lithuanian Lottery Association and the lottery operators it represents that all participants play the lottery responsibly, enjoy the entertainment, have a good time, and celebrate their winnings, and that the game be enjoyable without becoming a source of social problems for society and the state.
